Order of the Palmetto Presented to the Honorable C. Tolbert Goolsby, Jr.

Judge Goolsby with Order of Palmetto AwardOn Wednesday, July 1, 2009, at 11:00 a.m., the South Carolina Court of Appeals convened a special term of court to recognize the presentation of the Order of the Palmetto to the Honorable C. Tolbert Goolsby, Jr. Judge Goolsby was born in Montgomery, Alabama on July 11, 1935. In 1959, Judge Goolsby graduated from the Citadel with honors and a B.A. In 1962, Judge Goolsby received his law degree from the University of South Carolina School of Law, cum laude, and later earned his LL.M. from the University of Virginia.

Judge Goolsby spent most of his legal career in the South Carolina Attorney General's Office as an Assistant Attorney General, as a Deputy Attorney General, and finally as Chief Deputy Attorney General.

Judge Goolsby was elected as an Associate Judge to the newly reestablished South Carolina Court of Appeals in 1983. He has served the Court continuously since then, as an Associate Judge until his retirement in 2007, and as a specially appointed judge thereafter.

The ceremony was opened by the Honorable Kaye G. Hearn, Chief Judge of the South Carolina Court of Appeals and Justice Elect of the South Carolina Supreme Court. Her remarks were followed by prayer led by the Reverend George T. Head of the Westminster Presbyterian Church. The Honorable Alison Renee Lee, Circuit Court Judge and former law clerk to Judge Goolsby, spoke of the early days of the Judge Goolsby's tenure at the Court. The Honorable T. Travis Medlock, Former South Carolina Attorney General, presented Judge Goolsby with the Order of the Palmetto.
