S.C. Court Official Appointed to Leadership Positions
in National Court Organizations
Rosalyn W. Frierson, S.C. State Court Administrator begins term as NCSC Board Vice-Chair, COSCA President
Williamsburg, Va. (Aug. 1, 2011) � Rosalyn W. Frierson, director of South Carolina Court Administration, has been named vice-chair of the Board of Directors of the National Center for State Courts (NCSC). She also has been elected president of the Conference of State Court Administrators (COSCA), a national organization that represents the top chief executives of the courts of the 50 states and U.S. territories, and of which the NCSC serves as executive staff. She will serve in both positions for one year.
�Rosalyn Frierson knows the scope and importance of the work that is done every day in America�s state courts,� said Mary C. McQueen, NCSC president. �During her two years as a member of the National Center�s Board, we have come to rely on her dedication to the betterment of the court system, and are looking forward to having her as an integral part of our leadership team.�
Frierson was appointed director of South Carolina Court Administration by the South Carolina Supreme Court in 1998. For the five years preceding her appointment, she was a law clerk to former South Carolina Chief Justice Ernest A. Finney Jr. From 1992-93, Frierson served the South Carolina Supreme Court as a staff attorney, and was a research and budget analyst for the state�s House of Representatives Ways and Means Committee from 1984-89. In the late �90s, she also taught legal writing at the University of South Carolina Law School.
In addition to her service to the National Center and COSCA, Frierson is active in a number of professional and civic organizations. She is a member of the South Carolina Access to Justice Commission, the South Carolina Supreme Court�s Alternate Dispute Resolution Commission, and the House of Delegates for both the American Bar Association and the South Carolina Bar. She also serves on the Palmetto Health Board of Trustees, Palmetto Richland Hospital Board of Trustees, and as immediate past president of the Columbia Alumnae Chapter of Delta Sigma Theta Sorority Inc. Frierson also recently completed three years as a member of the Harvard Kennedy School�s Executive Session for State Court Leaders in the 21st Century, which brought together legal professionals from around the county to clarify what state-courts leaders can and should do to distinguish their roles in our nation�s system of democratic governance.
Frierson received her bachelor�s degree from the University of South Carolina and her juris doctor from the University of South Carolina School of Law.
The Conference of State Court Administrators is comprised of the chief executive officers of the court systems in each state, the District of Columbia, and the U.S. territories. The conference is committed to strengthening the judicial branch by improving the quality of state courts and increasing the public�s trust and confidence in the justice system.
The National Center for State Courts, headquartered in Williamsburg, Va., is a nonprofit organization dedicated to improving the administration of justice by providing leadership and service to the state courts. Founded in 1971 by the Conference of Chief Justices and Chief Justice of the United States Warren E. Burger, NCSC provides education, training, technology, management, and research services to the nation�s state courts.
