In this criminal case, the appellate court considers whether the circuit court erred by: (1) refusing to suppress Appellant's statement because allegedly the police in South Carolina agreed to drop the North Carolina charges; and (2) whether Appellant's statement to police was freely and voluntarily given under the totality of circumstances test where Appellant contends the statement was given because of a promise by police to "help him."

Appellant appeals the denial of its motion for summary judgment and the following determinations of the administrative law court: (1) U.S. 176 was a controlled access freeway; (2) Appellant was not vested with the right to have its application for a SCDOT outdoor advertising permit judged by the applications's conformity with SCDOT's standards as of the date of filing; (3) The issuance of an outdoor advertising permit by SCDOT is not a ministerial act; and (4) Appellant's application for a SCDOT outdoor advertising permit may not have been filed in good faith.
