Re:  County Court Security Committees


O R D E R


 

Pursuant to the provisions of Article V, Section 4 of the South Carolina Constitution, this Order supersedes the prior Order of the Chief Justice addressing County Court Security Committees dated March 28, 2012.

IT IS ORDERED THAT each county shall continue to maintain a standing Court Security Committee to address courthouse security concerns.  Each county committee will be co-chaired by a Judge (appointed by the Chief Justice), Sheriff and the County Clerk of Court.  The committee members shall include at a minimum the Chief Magistrate, a Chief of Police, Solicitor, Public Defender, Emergency Preparedness Manager, the County Probate Court Judge, and the County's appointed Master-in-Equity.

Previous orders provided that each Court Security Committee was responsible for performing a security audit of each building where court is held.  A comprehensive checklist was provided to each committee to perform the assessment.  Each committee was also responsible for reviewing the local security plan for every facility where court is held and notifying the State Court Administrator of the status of the local security plan and review.  

IT IS FURTHER ORDERED that each Court Security Committee shall review the established local court security plan to update the plan and identify security needs.  Each committee shall complete this process and submit an updated security plan to the State Court Administrator no later than August 1, 2019.
